Wiltshire Council Arts Project Grant Scheme

Wiltshire Council Arts Service is inviting applications to the Arts Project Grant Scheme for creative projects that benefit the communities of Wiltshire and support the vibrant creative sector. Arts projects can cover a wide range of creative opportunities, including visual arts, crafts, media and digital forms, literature and performing arts. The scheme is open to all voluntary and community organisations although not individuals.

The autumn deadline is Sunday 30th September 2012 for projects that will take place between November 2012 and October 2013. The maximum amount that can be applied for per application is £4,000 and we encourage applications with strong partnership funding and support.

The arts project grant scheme has funded some impressive community arts projects including; ‘When You Go Away’ a project that invited hundreds of school children from military families to make a clay figure of a loved one who was serving overseas. Over 1600 clay figures were exhibited together at the Young Gallery in Salisbury Library. Recent awards have been made to Two Destination Language to deliver ‘FLINT’ a two day interdisciplinary microfestival of contemporary work in Salisbury and Corsham, and to Bodyjack to deliver ‘Nascent’ a project exploring dance creation and sharing in the west of Wiltshire.

Call to artists to ‘Celebrate with Paws*’ the participatory arts workshop scheme in Wiltshire

Wiltshire Council's arts service offers a participatory arts workshop scheme (PAWS) with projects designed and run by professional artists, to local community groups. Every six months we create a new menu that is offered out to a wide variety of community and voluntary group, after school clubs, youth groups, older people's clubs, disability groups and more.

Groups apply for the project of their choice and we then assess and allocate up to 20 projects per season.  Each project runs for a minimum of 8 hours spread over 2 to 4 visits. The fee per project is £350 plus travel expenses and a planning fee.

The forthcoming season, ‘Celebrate with Paws’ will run from April to September 2012, a time when the country will be hosting the London 2012 Olympic Games and celebrating the Queen’s Diamond Jubilee. Cultural Olympiad discussed on BBC Radio Wiltshire

WAP had a little slot on BBC Radio Wiltshire last week to talk about the Cultural Olympiad. I have to confess it was a little scary as there are rather a lot of things that have aren't going to be 'revealed' until later in the year so I do hope I didn't give any secrets away! DO have a listen (It's available for the next two days) our bit is 45 minutes into the programme.

What should the future of culture in Wiltshire look like?

Wiltshire Council “What should the future of culture in Wiltshire look like?” Open Space Event

Wednesday, 30 November 2011 from 12:30 to 17:00 (GMT)

Wiltshire Music Centre, Bradford On Avon, Wiltshire

If this question matters to you please come and explore it at a special, free open space event being run by Wiltshire Council in partnership with CEW (Creative Ecology Wiltshire)

The Open Space event will be on 30th November 1pm(12.30pm arrive)-5.00pm at the Wiltshire Music Centre.

We need to listen to your views, observations, challenges, ideas and dreams because you, the Wiltshire cultural sector, are the experts.

Wiltshire Council is producing a cultural strategy for the county and is seeking to engage the cultural sector in a creative and constructive dialogue about the importance of culture within the wider civic society context.

As you know we are operating in a time of economic challenge but this does not mean that there cannot be positive opportunities and the space for new and bold ideas. This Open Space event is an exciting possibility for you to hold a dialogue with Wiltshire Council and have your views really listened to.

If you are unfamiliar with Open Space, it is an interactive and inclusive way of structuring a meeting that allows you, the participant, to set the agenda. It is a very dynamic way of talking about complicated and difficult things. You will not be talked at or asked to talk about things you don’t want to. Everything that is said will be recorded and you will get a copy of that document. The strength of Open Space is its ability to unite groups of enormous diversity; to that end we are inviting people from all areas of our cultural sector.

Culture is at the heart of communities and it is an important element of the economy for the county. The intended audience for the Cultural Strategy is primarily the suppliers and providers of cultural services and activities. This includes the public sector, voluntary/third sector and private sector organisations that provide and deliver cultural activities of all kinds. One of the principal functions of the strategy will be to express the links between these sectors and to identify opportunities for collaborations that significantly advance the cultural offer of Wiltshire. For the strategy to be effective it must include and engage all those with a stake in the cultural life of the county and this open space event is your opportunity to shape this emerging strategy.

We look forward to you playing a vital part in this event and will reward you with refreshments and treats to energise a debate that will help us forge a successful path forward together.

Cultural Olympiad Projects to share?

There has been an arts and heritage working group formed to help insure that we can raise the profile of all of the activities going on in Wiltshire that are part of the Cultural Olympiad, and to support any groups or individual wanting to take part.

We are meeting tomorrow and will be hearing from a number of projects at various points of development. If you have any plans you would like me to share with the group, would like to seek partners for a project or have any questions re the Cultural Olympiad please get in touch with me via email: wiltshireartspromoters@gmail.com

Sorry I've not given you very much lead time on this, but please do share any thoughts or plans you have around the Cultural Olympiad, including ways we might 'animate' the torch route at any time and I'll feed them into the group.

Community Arts Training

Meril Morgan has asked me to share this with you. I presented to this group last year and will do again this year and have been in touch with some of the people who took part since. I think this was a really useful catalyst for people to venture out into the world and promote their work so please do take advantage of this subsidised opportunity and let anyone else who might benefit from this know as well.

The arts service runs a 4-day community arts training course for anyone who would like to develop the skills and knowledge to set up and manage an arts project that will benefit their local community – it may be of interest to any community group including those with no experience of the arts or an arts practitioner who wants to run community arts projects.

Community groups, or those organisations that work with the socially excluded, can really benefit from running arts projects, but they often don’t know where to start. Our aim is to give them the skills and knowledge to take their ideas forward

Using the skills and knowledge of expert trainers, the course is designed to cover all the elements of running a project including pre-planning, fundraising, partnerships, publicity, marketing and managing community arts projects.

Participants need to be based in Wiltshire. Statutory and voluntary organisations with paid staff will be charged £40 per person, whilst voluntary groups, individuals and artists will pay £35 per person. The next 4-day course will take place on 4/5 and 11/12 November 2011.

Deadline for applications is Wednesday 5th October 2011. For more information and an application form, please visit www.wiltshire.gov.uk/arts or email arts@wiltshire.gov.uk or telephone arts development officer, Meril Morgan, 01249 705531

Wiltshire’s Flame

Those of you who were able to join us at our last full members meeting may recall Ruths presentation on Arts Awards. We were going to looking to provide some subsidised Arts Award training through WAP, but Wiltshire Council have partnered with Arts Awards to do just that, as well as offering 5 freelance practitioners FREE training!

To celebrate the Olympic year Wiltshire Council and Arts Award South West are collaborating on a project to celebrate the creativity and energy of young people within Wiltshire. The aim of the project is to enable hundreds of young people to take part in dozens of projects all across the County inspired by the Olympic Flame.

If you work with young people and are interested in supporting them to be more creative, develop leadership skills and gain a nationally recognised qualification then this may be the project for you. Wiltshire Council Arts Service and Arts Award are working together to provide subsidised training for people to become Arts Award Advisers - which means you can deliver the award with any young people aged 11-25. Training usually costs £140 but under this scheme you only pay £65. The Arts Service will also provide five free bursaries for freelance artists. If you are interested in taking part in the project please register your interest by e-mailing arts@wiltshire.gov.uk

There will be two training days led by Ruth Jones, Arts Award South West Regional Coordinator and Senior Trainer. The training course will give you all the skills and knowledge that you need to deliver Arts Award at Bronze and Silver levels. The first one day course is Thursday 3rd of November 2011, and the second date will be in the New Year. The project will culminate in two awards ceremonies, the first will be timed to mark the journey of the Olympic Flame through Wiltshire and the second will be timed to coincide with the closing of the Olympic Games. At these ceremonies a panel of judges will select the best three projects to be awarded a Bronze, Silver and Gold commemorative coin.

Cultural Olympiad for Wiltshire

Hi all

Those of you who were able to join us at our last meeting may recall Peter Tyas talking about Team Wiltshire, who are working with LOCOG (London Organising Committee of The Olympic Games) in delivering the Cultural Olympiad to Wiltshire.

It is a little complicated but Team Wiltshire have decided to develop some subgroups one of which is to be focusing on Heritage and Arts. I don't want to go into too much detail here, you can visit http://www.wiltshire.gov.uk/leisureandrecreation/teamwiltshire.htm if you would like to find out more. Here are a few highlights that it might be worth you knowing!

Inspire Mark!

1. It is now been made easier to apply for the Inspire Mark, here's the link: http://www.london2012.com/about-us/our-brand/inspire-programme.php If you need any help or have any questions regarding applying for the Inspire Mark do contact Tamzin Ewers, Team Wiltshire Co-ordinator on 07824 414507.

Benefits of having the Inspire Mark
:

1. You're project could feature in a printed regional brochure (deadline for this would be November 2011)
2. There will be a website dedicated to Inspire Projects
3. The LOCOG communication team will be aware of all Inspire projects which will provide profile raising opportunities within national, regional media and Visit Britain
4. You can promote your activity as being an event 'Celebrating the Olympics' or part of the 'Cultural Olympiad'.

The only real challenge about securing the Inspire Mark is that your project can not be supported by a corporate sponsors!

Challenges to not having the Inspire Mark are
:

1. There can be no mention of the Olympics in any marketing for an event without the Inspire Mark.
2. No logo, picture of the Olympic rings, association with the Olympic Torch or medals can be used in any marketing, and only be agreement with LOCOG if you do successfully apply for the Inspire Mark.

I think it's fairly widely acknowledged that there has been a lack of clarity around the Cultural Olympiad and why people should get involved, and even some ill feeling but I think we have a fantastic opportunity to highlight to the world what we're doing in Wiltshire and it need not be too arduous. It may be possible for you to use or adapt projects already planned to be part of the Cultural Olympiad!

Torch Route

As you may know it has been confirmed that the Olympic Torch will come through Salisbury on July 11 and have an overnight stop! The rest of the torche route will be revealed in November. Having activity happening to animate the torch route is another vital part of Team Wiltshire and LOCOGs ambition. Please do begin to think about what you might be able to do to be part of the route, maybe have all of Wiltshire youth dance companies learn a piece of dance that can be performed at the nearest points of the route to where the groups rehearse, or bands learn a new piece of music and do the same or just have your staff, volunteers,. friends in uniform cheering the torch on!

Wiltshire Projects

There are a number of bigger projects that Wiltshire hope to secure as part of the Cultural Olympiad, including: Salisbury International Arts Festivals project looking to illuminate all of Wiltshire White Horse, maybe create some new ones and even a flying one! a National Music Project 20 x 20 where 20 outstanding new works will be commissioned and Wiltshire Council are looking to support the training of Arts Awards Assessors inorder that many young people achieve Arts Awards both focused on the Olympics and into the future.

Here is a list of a number of project ideas from WAP members I compiled and updated in April. If you are interested in collaborating with any of these do get in touch with those leading on the project.

I will continue to attend the Heritage and Arts meetings and keep you up to date with what's going on.

Superfast broadband in Wiltshire

Wiltshire Assembly has asked us to feed into the work that Wiltshire Council is doing to develop Superfast broadband throughout Wiltshire. Some of you did share thoughts on how this might effect your own ways of working and possibly increase your reach and profitability which I have passed onto Peter Tyas, Head of Arts. Do please leave a comment if you have thoughts on this investent into Superfast broadband and any opportunities you think it may afford you, and do reply to the survey link below.

Thanks all

Wiltshire Council is spearheading a drive to bring superfast broadband to communities across the county.

The council is investing £16 million so more residents and businesses can have access to super fast broadband. The council is also bidding for a government grant and additional funding from the telecoms industry with the hope of generating more than £30m towards getting Wiltshire ahead in the digital revolution.

The council has set a target of giving 85% of premises access to super fast broadband by 2015 – and that target could possibly rise to 95%.

Supporting superfast broadband access is only one part of the council’s wider plans to get the county online. Being online is becoming increasingly important and the council will invest in educating people and small businesses to help them get the most out of the internet. The council will also help encourage more elderly people to use online services which will help give them greater independence. It will increase the number of its services that can be accessed online and look to develop its website so more people can pay bills and make enquiries online – increasing access and saving taxpayers’ money.

To make sure the council targets its investment to the areas which need it most, people across the county are being asked to fill in a survey. All the information gathered will help the council as it works with the telecoms industry to improve access to broadband across Wiltshire.

Separate surveys aimed at businesses and residents are available online at:

http://www.wiltshire.gov.uk/communityandliving/digitalinclusion/digitalinclusionbroadbandsurvey.htm

The survey can also be obtained by calling 0300 456 0100. The survey will run from 26 April to 3 June. Your help in completing the survey or publicising it to local residents and businesses would be very much appreciated.

Thank you for your help.

Consultation opportunities

Wiltshire residents are invited to have their say on a plan which aims to increase the number of people getting involved in their local communities.

“Local people helping their communities through volunteering” is the title of the draft volunteering plan, which is out for consultation from the beginning of April to the end of June.

The plan aims to make a wider range of volunteering opportunities available to people of all ages, backgrounds and interests, throughout the county. It was developed by a group of people who support volunteering drawn from the public sector, businesses, charities and communities.

The volunteering plan ad all other Wiltshire Council consultations can be viewed through the council’s consultation website http://consult.wiltshire.gov.uk/portal , by contacting the volunteer centre on 0845 034 5250, or emailing the council’s volunteering development manager, Karen Scott.

Do you have any questions for the Director of Arts Council South West?

Peter Tyas, Wiltshire Council's Head Of Arts has asked me to invite you to suggest questions he could ask Phil Gibby, Director of Arts Council England South West, when he meets with him on the 15th April.

Arts Council England recognise local authorities as one of their most important strategic partners. To make sure that this relationship works effectively there is a regular meeting between local authority lead officers and their Arts Council regional office. This means that on a roughly quarterly basis Wiltshire Council sends a representative down to Exeter to meet with senior officers at the Arts Council. The next meeting is on the 15th of April and if you have any questions that you would like raising within that forum please either place your comment below or e-mail Peter directly peter.tyas@wiltshire.gov.uk
